A few notes about this question:

WeChat in China and WeChat outside of China: 2 DIFFERENT apps
The Chinese version is much much more than a instant messaging app (see Whatsapp)
The International version has less legal restrictions, but you cannot use WeChat Pay and all the whistles and bells available for China based users
online purchasing / payments / online booking / etc
You cannot even reach the Chinese users (the ones that have money to spend because their WeChat Pay is available)
Public accounts
They are again different for the Chinese version and the international version

How do I sign up for WeChat?

1. Download the latest version of WeChat for your device platform.

2. After downloading and installing WeChat, open the app and select 「Sign Up」.

3. Enter your mobile number as instructed.

4. An SMS verification code will be sent to your phone (for free!); enter the code into WeChat to verify your mobile number to register successfully.

Creating a WeChat account requires a mobile phone number. WeChat no longer accepts registration via email address, QQ number, or Facebook account.

Open the app and select 「Sign Up」and enter your mobile number as instructed. And then one SMS verification code will be sent to your phone , which you need to enter into WeChat to verify your mobile number to register successfully.

Phone number is the only way to register WeChat right now and one phone number could only register one account.
