According to Bloomberg, White House National Security Advisor Jake Sullivan said on Monday (March 13) that the White House will arrange for Biden to speak with Xi Jinping after the closing of China's National People's Congress and the new leadership of the Chinese government takes office. American journalists have also received confirmation from Biden.
 


Sullivan revealed last week that the White House had such a plan, but no details including specific timing have been given yet.

Chinese Foreign Ministry spokesperson Wang Wenbin responded on Tuesday by saying that necessary communication is maintained between China and the United States, and that communication is valuable in enhancing understanding and managing differences. Communication should not be done just for its own sake.

According to Voice of America, Elbridge A. Colby, former Deputy Assistant Secretary of Defense for Strategy and Force Development at the US Department of Defense, said in an interview that Sino-US relations are currently zero-sum game; therefore it is unrealistic for Biden administration to propose both competition and cooperation.

Matthew Pottinger, former Deputy National Security Advisor in the United States stated that America should not hold too much hope for reciprocal cooperation with China as China tends to use cooperation as leverage to force concessions from America on Taiwan issues. Recently, Wang Dan, a leader of the 1989 pro-democracy movement and founder of the US think tank "Dialogue China", held a dialogue exchange event at the Hong Kong Community Center in Fremont, California. Wang Dan believes that Xi Jinping's personal dictatorship has transformed China's political system into "Xi's world". Regarding the situation of political prisoners in custody in Hong Kong, Wang Dan called on all sectors to do their best to rescue them.

At a dialogue session, Wang Dan first pointed out that Xi Jinping's strengthening of personal dictatorship will not only have important implications for China but also for Hong Kong. He said that from last year's 20th National Congress of the Communist Party of China to this year's Two Sessions, China's political system has entered "Xi’s world": "The so-called governance by the party no longer exists; the party ruling everything no longer exists; it is now completely Xi’s world."

On March 2nd, Xinhua News Agency reported that according to regulations set by the Central Committee of the Communist Party of China (CPC), members of its Political Bureau Standing Committee and Secretariat as well as members from various organizations such as NPC Standing Committee, State Council and CPPCC National Committee must submit written reports on their work annually to CPC Central Committee General Secretary Xi Jinping. Wang Dan stated that formally speaking, since Xi was elected President by Chinese People's Congresses at all levels in accordance with China’s Constitution he should be reporting his work to them instead: “How come you (Xi) turned things around and made NPC report to you? It shows that Xi Jinping’s centralization power has reached a point where he disregards any basic political rules.”

Wang Dan pointed out that according to China's constitution, the highest organ of state power is the National People's Congress (NPC). However currently both NPC deputies and CPPCC members are required to report their work not only to their respective organizations but also directly back up through CCP hierarchy ultimately reaching General Secretary Xi himself. On one hand this means there is no more separation between government organs and CCP leadership while on another hand it contradicts itself because Politburo Standing Committee Members together with Secretaries constitute CCP Central Leadership which means they are essentially reporting back up through themselves. Wang Dan believes this implies "Xi Jinping has already eliminated even the Party itself. For him, The Central committee is just a facade or signboard; what he really wants is for The Central committee to report its work directly to him."

Wang Dan also mentioned how under Xi Jinping’s suppression civil society in China had been gradually disappearing along with replacing weak Premier Li Keqiang with an even weaker Li Qiang effectively eliminating both state institutions and society altogether: “There have been very few dictators like him throughout human history who have destroyed both country and society entirely… In today’s entire Chinese regime there isn’t any party nor government left – there is only one person named ‘Xi Jingping’. What do we call this? This can be called nothing other than standard imperial rule.”

However Wang Dan believes based on political logic & historical experience personal dictatorship under XI cannot sustain indefinitely - internal coup d'etat remains possible within china given dissatisfaction towards xi jinping personally among ccp insiders & general public alike - similar fate befell past dictators Stalin & Hitler etc.. Furthermore due to global expansionism under xi jinping china faces prospect military conflict against international community- poor handling covid19 pandemic ,public discontentment towards xi jinping , blank paper movement protests , elderly wuhan residents protesting etc., large-scale emigration overseas among middle class reflect increasing societal unrest trend alongside declining authoritarian control ability.

Regarding future prospects facing china wang dan sees three possibilities : if social discontent exceeds authoritarian governance capacity then china may face turning points brought about by collective resistance leading internal division ; if xi jinping 's personal ambition leads war then it would lead decline ccp totalitarian regime ; finally possibility overthrowing xi jinping via coup d'etat inside ccp. view all
