I'm looking for an image (signal) processing book with framework/software-agnostic approach, but with some orientation towards C/C++.

I'm looking for an image (signal) processing book with framework/software-agnostic approach, but with some orientation towards C/C++. No Matlab stuff. OpenCV optionally, but if it's something that also explains techniques deeper (ie. most Packt books feel like rewrite of manual).
Has anyone met any new or updated releases on that subject lately?

    I put priority on algorithms and processing techniques
    But, I'd expect a good explanation of algorithms comes with info what are applications, when to use them
     
    I'm just not looking for a manual of an existing API, especially if it does not go deeper into raw algorithms explanation
